The Foundation would first like to thank everyone who reached out to us, concerned over the condominium building under construction behind San Sebastian Basilica. The growing show of support now ranges from kind messages to new collaborations, proving that the Basilica continues to inspire the hearts of many Filipinos.

The Basilica is an Augustinian Recollect legacy which was born from resilience almost 400 years ago. It stands now as a symbol of permanence in our city and a true historical landmark. Today, the Augustinian Recollect Order and the Foundation are jointly committed to protect this shared national treasure and the community that it serves. The Foundation and the Recollect friars dedicated the last few days to closely studying the issue with local stakeholders, the Foundation’s technical team, and a legal counsel. As the first Official Statement, we take this opportunity to share our goals and the immediate next steps.

Our main goal now is to get urgent clarifications from the National Commission for Culture and the Arts (NCCA), the National Historical Commission of the Philippines (NHCP), and the National Museum of the Philippines (NM) based on a clearance they issued the condominium developer on 16 July 2019. The guidelines of this clearance must be followed with respect to the construction’s proximity to San Sebastian Basilica, recognized as a National Cultural Treasure and National Historical Landmark.

Specifically, we request for clarification on the roles and accomplishments of each national agency, if the condominium developer met the conditions of the clearance, and the process of securing the approval of heritage property owners and other local stakeholders. These national agencies also need to explain how they assessed the possible effects of the building’s design and construction activities on the architectural and structural integrity of San Sebastian Basilica and the surrounding houses.

This focus on the protection of architectural and structural integrity of the Basilica and houses is important because they directly affect the lives of residents. It is important to determine if the condominium’s construction is a threat to people’s homes, and if there is a
possibility of displacing families. At the heart of this issue is the safety of the community, which guides the decisions made by the team alongside the data of our engineers and architects.

To achieve this goal, individual letters were sent on 28 September 2020 to the Chairpersons of NCCA and NHCP, and the Director General of NM. In summary, the letters asked the following from each national agency:

  • NHCP: How will the agency ensure and monitor that the developer will not damage the architectural and structural integrity of the Basilica?; what is the process for securing stakeholders’ approval, and was the developer provided guidelines on how to go about this?, and; did the agency provide an impact assessment before construction, in accordance with the Department of Environment and Natural Resources Revised Procedural Manual for DAO 03-30?
  • NM: Did the agency provide an impact assessment before construction, in accordance with the Department of Environment and Natural Resources Revised Procedural Manual for DAO 03-30?
  • NCCA : As the main author of the clearance, all the points raised for NHCP and NM were included.

For the public’s reference, we are sharing the full copies of the clearance and the individual letters addressed to each national agency. We are currently waiting for their response, and will share the results when they are available.

Lastly, we strongly believe in the power of a united community, and so the next step is to continue to connect with supporters. We still invite possible collaborators, especially those with private initiatives, to talk with us about how we might work together to protect the Basilica. We are also preparing an official signature petition which will be announced with more details through the Foundation’s official Facebook page.

Nais munang pasalamatan ng Foundation ang lahat ng lumapit sa amin dahil sa kanilang pagmamalasakit sa San Sebastian Basilica dala ng issue ng condominium building na itatayo sa likod ng simbahan. Kasama ang mga munting mensahe at mga bagong organisasyong nais makipagtulungan sa mga uri ng tulong na bumubuhos para sa Basilica.

Ang Basilica ay isang pamana ng mga paring Rekoleto na umusbong dahil sa katatagan halos 400 na daang taon na ang lumipas. Tumatayo ito ngayong simbolo ng kapanatilihan sa lungsod ng Maynila at isa itong ganap ng makasaysayang landmark.

Ngayon, ang mga paring Rekoleto at ang Foundation ay magkaagapay sa layuning protektahan ang simbahang tinuturing nating pamanang pambansa at ang komunidad na pinaglilingkuran nito.

Inilaan ng Foundation at ng mga paring Rekoleto ang lumipas na ilang araw para sa mabusising pag-aaral ng issue na ito kasama ang mga local na stakeholder, ang technical team ng Foundation, at ang aming mga legal counsel. Sa panimulang Official Statement na ito, nais naming gamitin ang oportunidad upang ibahagi ang aming mga layunin at ang aming susunod na mga hakbang.

Ang pangunahing layunin ngayon ay ang makakuha ng mga agarang klaripikasyon mula sa National Commission for Culture and the Arts (NCCA), sa National Historical Commission of the Philippines (NHCP), at ang National Museum of the Philippines patungkol sa clearance na kanilang ibinigay sa developer ng sinasabing condominium building noong 16 Hulyo 2019. Ang guidelines ng clearance na ito ay dapat masunod dahil sa lapit ng construction sa San Sebastian Basilica na kinikilalang National Cultural Treasure at National Historical Landmark.

Humihingi kami ng mga klaripikasyon, lalung-lalo na sa aspeto ng mga katungkulan at mga nagawa ng bawat ahensya, kung nagampanan ng developer ng condominium ang mga kundisyong ipinataw ng clearance, at ang proseso ng pagkamit ng pag- apruba ng mga may-ari ng mga heritage property at iba pang mga local na stakeholders. Kailangan ding ipaliwanag ng mga binanggit na ahensya ang kanilang pamamaraan ng pagsuri sa mga posibleng epekto ng disenyo ng condominium building at mga construction activity sa arkitektural at istruktural na integridad ng San Sebastian Basilica at ng mga bahay sa paligid nito.

Ang pagpokus sa proteksyon ng arkitectural at istruktual na integridad ng Basilica at ng mga bahay ay mahalaga dahil ang mga ito ay makaaapekto sa buhay ng mga residente.

Mahalagang tiyakin kung ang konstruksyon ng condominium ay magiging mapanganib para sa mga tahanan ng mga residente at kung may posibilidad na magdulot ito ng pag- displace ng mga pamilya sa lugar. Sentro ng isyu na ito ay ang kaligtasan ng komunidad na siya namang pinagbabatayan ng team sa mga desisyon nito kasama ang mga pag-aaral ng aming mga engineer at architect.

Upang maatim ang layuning ito, nagpadala kami ng mga sulat noong 28 Setyembre 2020 sa mga Chairperson ng NCCA at NHCP, at sa Director General ng NM. Bilang pagbuod, ito ang mga hinihingi ng Foundation sa bawat ahensya:

  • Sa NHCP: Paano makatitiyak at mababantayan ng ahensya na hindi mapipinsala ng developer ang arkitektural at istruktural na integridad ng Basilica?; Ano ang proseso ng pagkalap ng pagpayag ng mga stakeholder, at nabigyan baa ng developer ng mga patakaran para sa proseso na ito?, at; nagbigay ba ng impact assessment ang ahensya bago nangyari ang construction, alinsunod sa Department of Environment and Natural Resources Revised Procedural Manual para sa DAO 03-30?
  • Sa NM: Nagbigay ba ng impact assessment ang ahensya bago nangyari ang construction, alinsunod sa Department of Environment and Natural Resources Revised Procedural Manual para sa DAO 03-30?
  • Sa NCCA: Bilang pangunahing may-akda ng clearance, lahat ng mga talakayin para sa NHCP at NM ay kasama sa sulat sa NCCA.

Para sa kaalaman ng publiko, ibinabahagi namin ang mga kopya ng clearance at ang

petition na aming iaanunsyo kasama ng iba pang mga detalye sa aming official Facebook page.
